The
Poverty and Vulnerability of Migrant Workers in India (A Post
Earthquake study in the state of Gujarat): A
research study detailing the circumstances of the migrant
communities in Gujarat and their conditions following a natural
disaster. This study shows that low-income labour migrants
in India are often compelled to migrate out of lack of other
alternatives, form the most marginalized stratum of the society
and require special attention regarding policy and programming.
It reveals that this population segment tends to be excluded
from relief and rehabilitation measures provided by the Government
and NGOs, during and in the wake of disasters. The study highlights
the urgent need to develop appropriate institutional mechanisms,
in partnership with national, state and local governments
and international organizations to assist the poorest
of all labour migrants in normal times and, in particular,
to reach out to them in times of disaster. (Consultant: Ms.

building of Partner NGOs of Livelihood Recovery project
for the Earthquake Displaced and Migrant Salt Industry
Workers in Gujarat (A consolidated report of Training
Needs Assessment): CHETNA was involved as
a technical partner envisaged to effectively contribute
in building capacities of project stakeholders for training
the field and community workers in improving the health
and nutrition/living conditions of the displaced and migrant
salt industry workers and their families whilst implementing
the Livelihood Recovery project. As the first step of
their four phased training strategy, a needs assessment
was carried out. This document outlines the observations
made by Chetna’s visiting team and also suggests
the issues that need to be dealt with and incorporated
into the subsequent trainings to be organized for the
NGO personnel as well as for the community members by
IOM in partnership with Chetna. (Reported by Chetna, Child

Impact
Assessment of ICECD-IOM Technical Training implemented
during March-July 2003 (Changing lives, through enhancing
skills and opportunities):IOM engaged ICECD
to provide technical skills training to 200 salt migrant
workers affected by the earthquake and residing in Rajkot,
Jamnagar as well as Kutch districts of Gujarat. A total
of 200 (41 female and 159 male) were trained in electrical,
carpentry, fabrication, reinforced cement concrete, masonry,
electrical and pre-cast cement products during the period
March-July 2003. The aim of the training was to equip
the participants with skills that would enable them to
explore alternative livelihood options and thereby increase
their household incomes. This report is an assessment
of the impact of these trainings on the social and economic
life of the participants (carried out in February-March
2005). It also explores the abilities of these participants
to cope with future disasters and quotes some successful
case studies to indicate the same. (Assessment carried

Study
on the Impact of the Health Training Inputs under the
Livelihood Recovery Project (With special reference to
the Child-to-child training programme):In
the course of implementing the Livelihood Recovery Project,
IOM engaged Chetna, for extending technical assistance
and for facilitating the health trainings. This document
reflects the impact of the health training inputs provided
under the LR project with specific reference to the Child-to-child
programme. This study traces the thinking that led
to the formulation of the intervention, the process by
which the need for specific inputs was assessed, the training
design, the actual conduct of trainings, the training
experiences of the partner organizations in different
parts of Kutch, Jamnagar, Rajkot and Amreli, the follow-up
initiatives and the impact on various sections of the
community who were the target groups of these interventions.
It also assesses the scope for scaling up similar interventions
through the project partner’s stake-holders forum
i.e. the Migrant Workers Development Trust. (Conducted

Training of Trainers Manual, Entrepreneurship Development
(Module-1
& Module-2):
IOM India’s rehabilitation strategy for survivors of
trafficking has been woven around economic emancipation along
with adequate attention being paid to the psycho-social aspects.
This manual aims at reaching out to the facilitators who would
be assisting the survivors of trafficking in managing their
enterprises. Keeping in view that adults are involved, several
exercises are built into the manual to elicit their whole-hearted
participation and active involvement in the learning process.
Module 1 is intended to help the trainees understand and imbibe
the requisite training skills. Module 2 explores the idea
of an enterprise and covers the typology of enterprises and
the steps involved in setting up and managing an enterprise.

Report of Experience Sharing
Workshop – Economic Rehabilitation of Trafficked Victims
(ERTV) Project: A process documentation of the
one day experience sharing workshop of the ERTV project organized
by IOM. The booklet outlines the proceedings of the workshop
and details the Project’s unique concept, the experiences
of the various stakeholders who were actively involved in
the implementation of the project. It also highlights the
key learnings that have emerged from the workshop which would
aid in providing a new perspective to the replication of the

Road Map to ERTV:
This Handbook outlines the concept and design of the project
and brings out the first hand experiences of the team members.
It elucidates the roles of the different stakeholders in ensuring
the rehabilitation of the survivors of trafficking, the appropriate
business models that have emerged in the course of the project’s
implementation and presents the successful case studies of

Facilitating
A Viable Transition (towards economic self-reliance and reintegration):
A Handbook for conscientious individuals and organizations
interested in partnering in the sojourn of the Survivors of
trafficking. This Handbook documents IOM project’s concept
and design, the basic premises of the project and the project
strategies that have been put in place in the course of its
implementation. It also presents individuals case studies
of the enterprises supported by the project as well as insights
into the transition brought about by these initiatives in
the lives of the participants. The Handbook seeks to highlight
the best practices and lessons learnt, successful case studies
as well as failures and finally, the Do’s and Don’ts
that would guide and streamline the future replication of

Resource Directory on Anti-Trafficking
Activities in Hyderabad: This directory was the
result of the joint collaborative efforts of IOM and the Department
of Women and Child Welfare, Hyderabad District. The Resource
Directory has been conceived to put all facets of the problem
on record so that it becomes easier and convenient for any
interventionist to design a strategy for taking up anti-trafficking
measures. The book indicates the high risk locations in and
around Hyderabad and the services and resources available
within the city for protection and redressal. It also lists
the existing protocols pertaining to rescue, repatriation
and rehabilitation and proposes certain modifications and
additions which would ensure effective implementation of the

Counselling – A Strategy for
Entrepreneurs (A field based analysis): The referral
handbook focuses on information on psychosocial factors and
needs management process plan, in specific reference to trafficking
related traumatic life situations. The primary objective of
this handbook has been to introduce counselling as a strategy
for economic empowerment, and put forth the essential elements
of counselling, communication etc. The simple premise that
underlies the book is that if the holistic management skills
and economic empowerment skills can be grasped and then honed,
they would bring about a transformation in perceptions on
economic empowerment issues. The book has also made an attempt
to redefine the role of a counsellor from a pain reliever
to a more contemporary context of vibrant, dynamic, holistic

Economic Rehabilitation of Survivors
of Trafficking in India - External Evaluation Report:
This evaluation report evaluates the overall performance and
achievements of the ERTV and ERST projects of IOM against
the established project objectives and purposes. The focus
has been on detailing the intervention strategies, including
the selection of tools and the field of activity, on the collaborative
efforts between the stakeholders in terms of their respective
contribution to the economic, social and psychological rehabilitation
